The Opinions pointed out that it is necessary to continue to deepen reforms and make every effort to create a safe, secure and honest consumption environment. It is emphasized that it is necessary to steadily increase the consumption of automobiles and other large-scale consumption, and gradually cancel the restrictions on automobile purchases according to local conditions.
Specifically, the Opinions pointed out that it is necessary to break down barriers that restrict consumption. Orderly remove institutional and institutional obstacles and hidden barriers in some key service consumption areas, promote the coordination and unification of standards, rules, and policies in different regions and industries, and simplify and optimize the procedures for obtaining relevant licenses or certificates. Steady increase in large-scale consumption such as automobiles, and regions shall not add new automobile purchase restrictions. Regions that have implemented purchase restrictions gradually increase the number of automobile incremental indicators, relax qualification restrictions on car buyers, and encourage purchase restrictions except for individual megacities to implement urban and suburban index differences. The policy is to adjust the use of automobiles more through legal, economic and technological means, gradually abolish the restrictions on automobile purchases according to local conditions, and promote the transformation of consumer goods such as automobiles from purchase management to use management. Establish and improve the management mechanism of the automobile modification industry, and accelerate the development of the automobile aftermarket. The policy of restricting the relocation of second-hand cars will be completely abolished, and the cross-provincial measures for the registration of small non-operating second-hand car transactions will be implemented. Implement refined management of pickup trucks entering cities, and study to further relax restrictions on pickup trucks entering cities.
